RSA was engaged by UGL and CPB Contractors to complete a pre-construction dilapidation survey of 571 km of local roads across Wagga Wagga City Council and Snowy Valleys Council. The survey formed part of the Western Section of the HumeLink High Voltage Electricity Transmission Project, providing a baseline record of existing road and roadside asset conditions prior to major construction works.
The objective was to produce a comprehensive record of all defects, supported by geo-referenced photography and GIS mapping, to serve as a post-construction comparison and asset handover reference.
Our Role
We undertook a systematic inspection of both sealed and unsealed roads, including associated roadside infrastructure.
The scope included:
- Pavement defects – cracks, potholes, rutting, and delamination.
- Safety barrier condition – structural issues.
- Footpath and kerb defects – trip hazards and surface deterioration.
- Road signage – faded, damaged, or missing signs.
- Guideposts – damage or misalignment.
- Vegetation – overgrowth affecting sight distances.
- Roadside cleanliness – litter and debris.
Inspections were conducted via drive-through assessments for road pavements and on-foot inspections for footpaths and assets requiring close examination. Real-time observations were recorded onsite, supported by photographic evidence. The project required extensive planning due to the remote locations and limited phone reception across large sections of the route.
Outcome
Deliverables provided to the client included:
- A Road Summary Report – highlighting key condition issues for each road.
- A Defect Spreadsheet – one row per defect, including survey date, location, pavement type, defect category, severity rating (1–5), notes, and photo links.
- GIS Shapefiles – mapping every defect with coordinates and associated photographs.
The final report gave UGL and CPB Contractors a reliable baseline for post-construction assessment, ensuring a transparent and objective asset handover process with the councils.
