RSA undertook a road safety and traffic management review of the Fairview Aged and Health Care Services facility in Warragul. The audit team assessed the facility over two days and one night and provided holistic commentary as well as lower-cost immediate risk mitigation measures.

A major issue identified was that the main ‘ring road’ and some of the facilities were not designed from the ‘ground-up’. Rather, areas were added on and changed over time. This is not necessarily uncommon or avoidable, however, it tends to give rise to unexpected / unknown risks and greater legal liability.

Issues were presented under categories:

▪ Operating speed, speed limits, traffic calming
▪ Ring road operation and facilities
▪ Navigation
▪ Intersections, signs and line marking
