RSA has been undertaking Road Safety Audits, Risk Assessments, Expert Legal, Safe Systems and DDA assessments across Australia since 1994. Our team have expertise in roads, rail, logistics, mining, and car parks. We assess safety issues affecting drivers, workers, pedestrians and cyclists.

Raj Muthusamy
Raj has more than three decades of experience in road design, traffic engineering, road safety auditing and safe system design. Raj is frequently engaged as an expert legal witness for cases involving road and road-related issues.
Raj founded RSA in 1994 and has led the growth of RSA as Australia’s leading specialist provider of road safety audit and risk assessment services. Raj has participated in most large road infrastructure projects during recent decades including Melbourne’s West Gate Tunnel Project, Sydney’s Parramatta Connect Light Rail Project and Brisbane’s Cross River Rail project.
Raj is often engaged for deep technical analysis of first-principle issues relating to safety barriers and road design.
Raj is a passionate AFL supporter and a lover of fast cars (but obeys all road-rules!).
Peter Harris
Peter has nearly two decades of experience in road design, traffic engineering, road safety auditing and safe system design. Peter is frequently engaged as an expert legal witness for cases involving road and road-related issues.
Prior to joining RSA, Peter developed his experience in traffic engineering and road safety at the Victorian road authority, then VicRoads.
Peter is a keen cyclist and electric vehicle enthusiast.
Mike Game
Mike has extensive experience in temporary traffic management, risk assessments and active transport (e.g. cyclists and pedestrians). Mike has lead RSA’s engagement with many major road and rail infrastructure projects including the West Gate Tunnel Project, the Melbourne Metro Tunnel Rail Project and the M80 Upgrade. Mike has also had experience in manufacturing and logistics environments.
Like Peter, Mike is a keen cyclist and has been involved with many active transport projects.
David Graham
David has over 20 years’ experience as a professional transport engineer and road safety auditor. As an accredited senior auditor, he has undertaken audits at all stages from design to implementation. He has also used his road safety expertise in addressing issues regarding loading docks, schools and advertising signs, including as a legal expert witness. Prior to joining RSA, David spent two-decades in transport engineering consulting, including as a Director at GTA Consultants and as Senior Principal at Stantec. He has been a senior technical leader and project manager on many road safety and transport engineering projects for clients in the public and private sectors throughout Australia. David previously also gained public sector experience at Manningham City Council.
On weekends, David assumes ride-sharing responsibilities for his busy family with three teenagers.
Soumendra Paul
With a bachelor’s degree in Civil Engineering and a Master’s degree in Traffic Engineering, Soumendra has 25 years of experience in planning and feasibility studies, concept and detailed design of freeways, highways and expressways, managed freeway designs as per VicRoads standards, urban and rural roads design, roundabouts and at-grade intersections design, road safety, safe system solutions, feasibility studies for bus rapid transit (BRT), light rail transit (LRT) systems and design of internal roads and township roads. His experience extends to design of runway, taxiway, helipad, apron and airstrips to International Civil Aviation Organization (ICAO) Annex-14 standards. He has been actively involved in projects with RPV, MRPV, VicRoads (DoT), DSG (Tasmania), DPTI (SA), MRWA, PTA, Chevron, Brookfield Rail, PAPL, state and local government authorities. He has also acted as an expert witness for multiple clients.
Soumendra’s expertise in combining engineering principles with road safety extends RSA’s capabilities.
On weekends, Soumendra can be found playing backyard football with his boys (friendly, of course).
